visa cacelation obligation !

• hi there,
  in 1999 a trading company from dubai issued me a 14 days visa which i could ot avail and then i didn't come to this region. now i want to visit Dibai on visit visa for 14 days in my 2009. i wonder if it is a legal obligation to inform the athorities that visa holder is visiting or it can be cancel automativaly .
  do i need to contact uae visa dept. for its status.
  i'll be very greatfull if any body out there tell me about it.
