Self-Employment Possible???

• Hi,
  
  I am a US passport holder with a L residence permit working in the Canton of Vaud. I am thinking of starting my own business, but all my research shows that I need to hold a C permit. Can someone verify this? This is the start of my second year in CH.
  
  Can I apply for a C permit early, or do I need to wait 5-10 years? Where do I go?
