Residents must have an Israeli license if they wish to import or purchase a car. Individuals who want an Israeli license must present the following documents to the Bureau of Motor Vehicles:
- valid driver's license issued more than six months before departure
- certificate of a medical and eye examination
- document stating you passed the control capability test
- valid passport
The control capability test ensures that drivers behave appropriately while operating a vehicle. The test makes sure that drivers are familiar with Israeli driving laws. Drivers may take the test twice. If you fail both times, you will have to take a driver's education course which is expensive.
Foreign drivers who have held a license for more than two years are exempt from the control capability test.
